New corruption figures: changes in Controlled Wood risk

The new Corruption Perception Index (CPI) released by Transparency International has implications for companies sourcing controlled wood from countries with a CPI fluctuating around 5.

Transparency International’s Corruption Perception Index (CPI) is the key information source for both the PEFC and FSC systems when evaluating the risk of buying illegal wood from a country. CPI is a measure of how the population perceives corruption levels; for obvious reasons, it is hard to obtain hard data on the issue.

The CPI ranges between 0 and 10, where 10 indicate the optimal situation with no corruption. With a CPI at 9.4, New Zealand is currently the country with the lowest corruption rate in the world.

According to FSC, countries with a CPI index below 5 can not be considered as “low risk areas” with respect to legality in the controlled wood system. Companies sourcing wood from countries with a CPI below 5 are required to conduct field verification to control that wood purchased in these countries does not originate from illegal harvesting.

According to the CPI register for 2009, the CPI of four of the world's countries has fallen below 5 since last year: Malaysia, Latvia, Slovakia and the Czech Republic.

Companies sourcing controlled wood from any of these countries now need to carry out its own FSC Controlled Wood verification program for the assessment of legality. Among other requirements, the company needs to describe and carry out regular field audits to verify the origin of the wood. Poland is the only country in the world where the CPI moved upwards past the threshold of 5 - it went up from 4.6 to 5.0. Transparency International praises Poland's efforts to eliminate corruption.

As Transparency International notes in a related press release, the European region is "far from corruption-free". And EU membership does obviously not guarantee a low corruption level. The following EU countries now have a CPI below 5: Bulgaria, the Czech Republic, Greece, Italy, Latvia, Lithuania, Romania, and Slovakia.

FSC celebrates two major milestones at the World Forestry Congress – 1’000 FM Certificate is Portuguese

The forest certification scheme FSC is celebrating two major milestones at the World Forestry Congress in Buenos Aires, Argentina – issuance of the 1,000th Forest Management (FM) certificate and the 15,000th Chain of Custody (CoC) certificate. The achievements support FSC’s mission to promote responsible forest management worldwide and further strengthen the positive impact that FSC generates at the forest level and along the forest product supply chain

“FSC is the most credible tool for forest managers, businesses and governments to engage with the global consensus on responsible forest management. Our focus is on the measurable impacts of FSC standards, governance and processes, and the remarkable milestones we’ve achieved within the past month only reinforce our mission commitment,” said FSC Executive Director Andre de Freitas. “The FSC logo is backed by the highest environmental and social standards, which remain unmatched in the forest certification arena. The tremendous growth in chain of custody certificates and the continual adoption of FSC’s Principles and Criteria by forest managers shows that FSC certification is integral to improving forest management worldwide.”

The 1,000th Forest Management certificate was issued to Associação de Agricultores de Charneca (Grupo ACHARsgf), a small farmers association in Chamusca, Portugal. The certifi-cate covers 4535 hectares and harvesting of both timber and non-timber forest products in-cluding coniferous and non-coniferous wood, nuts, and natural cork. The certificate was issued by FSC accredited certification body Soil Association Woodmark based in the UK, and is valid for a period of five years, from 21 September 2009 to 20 September 2014.

Nearly thirty FSC chain of custody certificates were issued around the world on 5 October 2009 to mark the 15,000th CoC milestone. The certificates were issued in Italy, China, United States, India, Germany, The Netherlands, Hungary, and Hong Kong, among other several other countries, by a number of FSC accredited certification bodies. The milestone is relevant to the diversity of companies and countries where FSC certification has become a driving fac-tor in market success.

Invitation to comment on final report, FSC-DIS-30-005, on FSC´s Conversion Policy

The Final Report of Expert Team D of the Plantations Review is now available for comment. This report provides an in-depth analysis of the conversion issue and a proposal for a new approach to conversion within the FSC certification system. Based on this new approach also a proposal for a new criterion dealing with conversion is provided. This criterion is proposed to replace Criterion 6.10 and Criterion 10.9 of the current version (Version 4-0) the FSC Principles and Criteria, FSC-STD-01-001 V4-0.

In light of the upcoming report by the Expert Team the P&C Review Working Group refrained from proposing any change related to conversion in Version 5-0 Draft 2-0 of the FSC Principles and Criteria, which is currently published for stakeholder consultation: http://www.fsc.org/pcreview.html

Instead the P&C Review Working Group felt the need to take into account stakeholder feedback on Expert Team D’s analysis and approach, before making a proposal for a revision. FSC is now inviting all stakeholders to comment on the final report by Expert Team D.

FSC launches 2009 Market Survey

FSC has launched the 2009 Market Survey to solicit valuable feedback from certificate holders. The survey is available in several languages and will be open online from now through 19 October 2009.

The survey is a continuance of previous Market Surveys and is intended to help FSC learn more about its certificate holders, their needs and their perception of the value of their participation in FSC. FSC is distributing the survey to members of our global network and encourages all certificate holders to participate as these surveys provide invaluable information.

Although the survey is aimed primarily at certificate holders, non-certificate holders are welcome to contribute as there are some questions aimed at them as well.

The survey is currently available in the following languages: English, German, Spanish, French, Italian, Japanese and Chinese.

New survey targets FSC demand from small holders in Europe

In addition to the current Market Survey 2009, FSC has launched a focused short survey that aims to collect data on the demand for FSC certified material from small holders in Europe. The information will help FSC best assess the potential market for FSC certified materials in Europe, and provide more cost-benefit analysis details to small forest owners that are pursuing FSC certification. Your participation in both surveys will provide us with valuable feedback to further strengthen the FSC system.

FSC continues its work to improve smallholder access to FSC certification, a priority identified in the 2007 FSC Global Strategy. This includes several current projects and recent publications aimed at supporting smallholders in the FSC system. The short survey is an integral tool to provide more information to smallholders and facilitate certification of small forest holdings, particularly in Europe where a bottleneck exists in the supply of FSC certified material.

The short survey (est. 10 minutes to complete) is composed of 10 questions related to demand, preference and strategy towards FSC certified material specifically from Europe. Access the European Demand for FSC certified materials survey online at: http://www.surveymonkey.com/ (online 2 – 23 Sept)

Filme FSC galardoado com Bronze no Festival El Sol

Desde o segundo trimestre de 2009 que a AGFR tem como parceiro de comunicação a MSTF Partners, uma agência de publicidade que se encontra a trabalhar com o FSC Portugal no âmbito da sua política de Responsabilidade Social. O primeiro elemento de comunicação produzido pela Partners, um filme para apresentação do FSC à sociedade civil, foi galardoado com o Prémio de Bronze no maior festival de publicidade ibero-americano, o Festival El Sol.

Actualmente, a AGFR e a Partners encontram-se a definir a Estratégia de Comunicação do FSC, prevendo-se o início da sua implementação a partir de Setembro.

Assembleia Geral

A próxima Assembleia Geral irá realizar-se no próximo dia 17 de Julho às 14h30, na sede da AGFR (instalações da CAP), com a seguinte Ordem de Trabalhos:

  • a. Aprovação do Relatório e Contas de 2008
  • b. Aprovação da alteração dos Estatutos
  • c. Eleição dos titulares para os lugares em aberto
  • d. Aprovação do Plano de Actividades e Orçamento de 2009
  • e. Outros assuntos de interesse

Chama-se a atenção que esta Assembleia Geral irá reger-se pelos Estatutos em vigor, pelo que a disposição transitória de considerar como Membros Associados da AGFR, os Membros do Grupo de Partes Interessadas já não se mantém. Assim, apenas os Membros Associados com as suas obrigações em dia poderão assistir e exercer o direito de voto na Assembleia Geral de dia 17.

Redinamização das Sessões Técnicas

Após estes primeiros meses em que a Associação para uma Gestão Florestal Responsável teve como prioridade consolidar-se enquanto entidade legal, de direito nacional, informamos que iremos retomar as sessões técnicas de trabalho relativas aos vários referenciais normativos do FSC.

Para além dos trabalhos que se encontram ainda em curso (Norma FSC de Gestão Florestal para Portugal, Interpretação Nacional de Madeira Controlada e Interpretação Nacional das FAVC) chamamos a atenção que nestes últimos meses o FSC IC tem distribuído vários documentos que alteraram (ou poderão alterar) os referenciais normativos actualmente em vigor. As sessões de trabalho irão também incluir a discussão destas questões.
