Impactes da Certificação Florestal – Questionário do European Forest Institut At the European Forest Institute (in Finland) a study is being conducted to assess the quantitative impact of voluntary measures aiming at sustainable forest management on the availability of wood in Europe. For this purpose a short questionnaire was send out to survey measures and their targets defined by different certification schemes in Europe that affect the area and wood volumes that can or cannot be felled in certified forest areas. Please take a few moments to fill out the attached word document. Questionário FSC IC sobre nova versão da norma de Madeira Controlada – PARTICIPE FSC has published a survey to monitor implementation of FSC-STD-40-005 V2-1 Standard for company evaluation of FSC Controlled Wood. From January 2008, all CoC certificate holders that use non FSC certified material for their FSC mixed production are obliged to implement the standard. We have received several comments by stakeholders, FSC accredited National Initiatives, FSC accredited certification bodies and FSC certificate holders regarding some critical aspects of the standard. The information gathered through this survey will be used to build case studies in order to provide a rationale for future decision making in relation to the FSC Controlled Wood Program. At the same time, this information will be valuable to define which tools should be developed by FSC to facilitate the uptake of the standard. This will not take you more than 20 minutes and it will greatly help to improve the FSC system. Madeira Controlada – FSC Procedure for NIs' risk assessments Please find attached: FSC-PRO-60-002 (Version 1-0) FSC Controlled Wood Risk Assessments by FSC accredited national initiatives, national and regional offices. This procedure (FSC-STD-60-002) provides the basis by which the development of an FSC Controlled Wood Risk Assessment may be carried out and evaluated for compliance with FSC requirements. The requirements specified in this procedure are applicable to FSC accredited National Initiatives and FSC National and Regional Offices and has been approved by the FSC Executive Director on the 23rd of July 2008. This document replaces the guidance document: FSC-GUI-60-002 FSC Controlled Wood Risk Assessment by FSC National Initiatives. The procedures to be followed by any accredited National Initiative that would like to have its risk assessment endorsed by FSC include content and process requirements, in line with the core values of FSC: based on technical/scientific information, broad stakeholder consultation and balanced decision making, between others. Risk assessments that have followed this procedure and undergone through an approval process by FSC will become mandatory, and therefore shall be used by all companies sourcing wood from that country/district. Background: In November 2007, the National Initiatives were informed that the FSC Board of Directors had mandated the FSC International Center to develop mechanisms to support and endorse risk designations developed by the FSC accredited National Initiatives with the aim to facilitate uptake and consistency in the implementation of the FSC Controlled Wood standard (FSC-STD-40-005) and avoid situations where the FSC NIs risk assessments have been challenged by stakeholders and external parties because of the lack of a specific framework for their validation. At the end of 2007, a consistent framework for endorsing risk designations was requested to the FSC IC by the European National Initiatives during their meeting in Sofia. Congo Basin passes 1 million ha milestone in swing to sustainable forestry The world’s second largest block of rainforests, the Congo Basin is a haven for indigenous peoples and endangered species like elephants and gorillas. It is also important in sequestering carbon and safeguarding water supply and quality. Forest Stewardship Council (FSC) certification has now been achieved for forestry operations on 1.2 million hectares. The certification involves logging companies SEFAC, Transformation Reef Cameroon (TRC) and WIJMA in Cameroon and CIB in the Republic of Congo. Garden furniture fair at FSC IC 24-25 September 2008 Since 2006, the FSC Broker project, funded jointly by FSC and the DOEN Foundation, has been developed and implemented aiming at helping supply meet demand of FSC products. The focus area of this pilot project is Europe, where NIs in Italy, the Netherlands, Poland, Slovakia and the UK are trying to help FSC-certified companies find new business partners. The pilot phase of this project is coming to an end, and to celebrate this, the Broker Project team proposed to organize an FSC Garden Furniture forum at the FSC International Center. The event is organized jointly by the broker project and FSC IC/FSC Global Development staff, and is trying to involve companies interested in the FSC garden furniture market. The main objective of the event is to help create new business links between FSC certified companies, and also to share the experience of the Broker Project with the business sector. FSC is soliciting input on this document until 12th of September 2008. BACKGROUND (from the Introduction) The Advice Note provides clarification on and details the conditions for the following issues:
So far, organizations that were gaining legal ownership of materials that were to be further transformed into a finished FSC product have been required to have their own FSC Chain of Custody certification in order to allow for an on-product or promotional FSC claim. In practice, this had required companies which would often not handle products physically, e.g. publishers, to set up a Chain of Custody system and apply this system to one or several non-certified contracted processing operations through outsourcing agreements. Such an arrangement, however, is not seen as advantageous over one where the physical handling of material would be controlled by a CoC certified contractor and where required documented evidence would be arranged for with a non-certified contracting customer. The Advice Note presents the prerequisites and safeguards to be put in place in order to allow for a deviation from the existing approach and also clarifies the benefits and implications of using CoC certified contractors. PROCESS FSC welcomes any input and suggestions to this first draft Advice Note. Comments should be submitted After the end of the 30 day consultation period, the FSC Policy & Standards Program will review the comments received and evaluate whether any significant changes are proposed. If the proposed changes are considered minor the Advice Note will be finalised, otherwise further drafts of the Advice Note will be circulated before its final approval. The first two aspects are well underway with the adoption of FSC's new strategic plan in November 2007 and the recently launched Global Development Company that will create a new system of trademark licensing and fees. The final and perhaps most important piece to transforming FSC to meet the opportunities of the future is to update FSC's governance structures. In order to get feedback on the governance review process, FSC created a survey regarding the major governance proposals. The survey will be open for input from June 20th to July 18th, 2008. La suspensión del certificado ha sido debida a la falta de cumplimiento de los estándares españoles del FSC. FSC Portugal recebe workshop internacional O FSC e o WWF organizaram em Lisboa, de 7 a 10 de Maio, um workshop internacional que integrou mais de 60 participantes do mundo inteiro. Leia abaixo a notícia publicada pelo FSC FSC Prioritizes Needs of Small Forests The Forest Stewardship Council (FSC) will host a gathering of more than 60 international representatives in Lisbon, Portugal on 7-10 May, 2008. The goal of the meeting is to identify expanded opportunities for meeting the needs of small forest operations that are seeking FSC certification. “The Forest Stewardship Council considers it a priority within its mission to promote equitable access to certification and address the needs of small operations,” says Alan Smith, Social Strategy Program Manager at FSC. Meeting participants include individuals and organizations from around the world that work with small operations and community forests. Representatives are expected from more than 20 countries, including South Africa, Cameroon, Thailand, Papua New Guinea, India, Nepal, Brazil, and Honduras as well as from throughout Europe, the U.S and Canada. More than 100 million hectares are FSC certified worldwide. About 8% of these forests are small operations. “In 2003, FSC established the SLIMF (Small and Low Intensity Managed Forests) initiative to better serve the needs of small operations and we are actively tracking progress,” says Smith. The SLIMF initiative streamlines procedures for small operations making FSC a valid proposition for forest operations of all sizes. There are over 100 examples of SLIMF projects around the world that include nearly 2 million hectares of certified forestland. “In the United States, forest ownerships up to 1,000 hectares in size (2,500 acres) are recognized as small operations and are eligible for streamlined auditing,” says Kathryn Fernholz, meeting participant and Executive Director of Dovetail Partners, a non-profit organization in the U.S. that assists with forest certification efforts. “The depth and breadth of the international experience with the FSC system provides a strong track record to build from,” says Michael Conroy, a consultant to FSC working on the development of this meeting. “We expect an exciting meeting. We expect to learn more about what has been working so that successful efforts can be expanded, and we hope to identify new ideas that deserve to be tried out,” says Smith. Consulta pública sobre FSC-STD-01-01 V5.0 D1.0 O FSC IC colocou no passado dia 13 de Maio em consulta pública o primeiro draft da revisão dos Princípios e Critérios FSC, convidando todos os seus membros e restantes partes interessadas a apresentar comentários. Review of the FSC Principles and Criteria – Invitation to comment on the 1st Draft of the revised FSC Principles and Criteria (FSC-STD-01-001 V5-0 D1-0) All FSC members and interested parties are now invited to comment on the 1st draft of the revised FSC Principles and Criteria. The Deadline for comments ends on the 12th of July 2008. Background FSC has never consistently reviewed the FSC Principles and Criteria (P&C), though over the years some changes have been made to it at different FSC General Assemblies. The result of this process is that the current version of the P&C has few differences from the original document, which is almost 15 years old. This first draft of the revised FSC Principles and Criteria was developed by the FSC Board of Directors with the support of the Policy and Standards Program of the FSC International Center. The draft is based on several motions from the 2005 FSC General Assembly and on the recommendations of Policy Working Group and subsequent Expert Teams of the FSC Plantations Review. The review is being conducted according to version 2-0 of FSC-PRO-01-001 The Development and Approval of FSC Social and Environmental International Standards, which was developed in response to Policy Motion #66 of the 2005 FSC General Assembly and approved by the FSC Board of Directors in March 2007. Given the high level of legitimacy required in this process, the Board of Directors decided to act as the working group for the P&C review. Next Steps Based on the comments received on the 1st draft of the revised Principles and Criteria the Board of Directors will develop a second draft. The second draft will again be consulted with FSC members and other stakeholders. The consultation of the 2nd draft will result in the development of a final draft which will be subjected to approval of the FSC membership at the next General Assembly in November 2008. O FSC responde Last month, Mongabay.com reported on recent and various criticisms of the FSC (the Forest Stewardship Council). The FSC is an international organization that certifies forest products which, according to their standards, have been harvested in an environmentally-sustainable and socially-responsible manner. The article cited criticism from the World Rainforest Movement, which called a recent decision by the FSC to certify monoculture eucalyptus plantations in Brazil a "death certificate" for the organization, and Ecological Internet, which launched a campaign protesting the FSC and its many large NGO supporters for certifying old-growth logging. Other concerns included the recent news of companies falsely claiming that their products had been FSC certified, problems with an Asia Pulp & Paper concession in Sumatra, and the withdrawal of a Swedish NGO from the FSC board stating that the "FSC functions badly in Sweden". Response to the article was significant. It was picked up by the Ecological Internet's email campaign and was mentioned on numerous environmental web sites and blogs. At the time of the publication, the FSC had not responded to requests for comments. But in the following interview, FSC International Communications Manager Nina Haase answers each criticism separately and addresses several other issues, such as the FSC and climate change, the organization's monitoring capabilities, and its adaptation to new environmental concerns. Ultimately she responds to the big question raised by critics: is the FSC stamp still credible? Consulta pública da Norma FSC para Portugal A versão 1.0 da Norma FSC-STD-01-2008-04 encontra-se desde o passado dia 13 de Abril distribuída a todos os membros do Grupo de Partes Interessadas e agora disponível também no site FSC Portugal. A versão actualmente disponível incorpora a compilação da análise levada a cabo pelos seis grupos de trabalho na Reunião final (dias 19 e 20 de Fevereiro de 2008), bem como do esclarecimento com o FSC IC de alguns dúvidas, questões que persistiam desde o início dos trabalhos e ainda os primeiros comentários recebidos de um dos Membros do GPI.
